The Advanced NSR Workshop provides a comprehensive working knowledge of the manner in which EPA is interpreting the Clean Air Act New Source Review (NSR) rules and the documents that establish EPA NSR policies. Our instructors are widely regarded as the leading authorities on NSR and PSD and have instructed thousands of professionals on the intricacies of the regulations, EPA policy, and practical implementation. This course assumes a basic knowledge of the NSR air pollution permitting rules. It highlights the most important of the over 2,300 policy documents issued since 1974 interpreting the NSR rules. Both the Prevention of Significant Deterioration (PSD) NSR program (which applies in attainment and unclassifiable areas) and the Nonattainment Area NSR program are covered in this course.

Workshop discussion materials are updated continually (to within a few weeks of the workshop) as new documents are issued. In addition, emphasis is placed on areas of particular interest to the attendees. A typical workshop takes 2-3 days to cover the policies related to the basic definitions in the regulations, such as Stationary Source, Major Stationary Source, Major Modification, and Begin Actual Construction. The remaining time is dedicated to covering the substantive requirements of the regulations, such as Best Available Control Technology (BACT) under the PSD program and Emissions Offsets under the Nonattainment Area NSR program.

Workshop attendees include professionals from industry, various law and consulting firms, and agencies. The diverse backgrounds and levels of experience of the attendees lead to extremely informative and productive discussions, which are an important benefit. As attendees have the opportunity to become more informed about many of the finer points of NSR, they enhance their opportunity to work together productively in the future.

Advanced registration cost is $2,430.00 if registration occurs by the advanced registration date of each workshop location. Regular registration cost is $2,630.00.

Refund Policy

Refunds must be requested via email.  There are no cancellation/transfer fees if your cancellation request is received more than 30 days prior to the first day of the workshop.  Cancellation/transfer fees may apply if your request is received within 30 days prior to the workshop.  Please contact Karen Santala at [email protected].

RTP Environmental will promptly notify all registrants if a workshop is cancelled.  If a workshop is cancelled, RTP Environmental is not liable for any expenses incurred by the registrant other than the full refund of the registration fee.

Materials Provided

The above registration fee includes a flash drive containing electronic copies of all the workshop material, and a printed copy of Vol. 1, which includes documents used during the workshop, such as the presentation slides handout and index of referenced documents. Vol. 2 (optional) includes the Advanced NSR Outline (approx. 1,000 page document that is a helpful tool which summarizes the referenced documents, but is not typically used during the workshop). A word searchable version of the Outline is also included on the flash drive. In the registration form below, you will have the option of selecting to receive a printed copy of Vol. 2 (ANSR Outline) with a corresponding cost.

Course Times

The workshop will start each day at 8:00 a.m. and end at 4:30 p.m. Please plan to arrive early on the first day for registration, which starts at 7:30 a.m.  Training on the last day ends at 4:30 pm, so please allow for this when making travel arrangements.

Instructors - At least two of these three instructors will be at each workshop.

Colin Campbell Principal, RTP Environmental Associates, Inc.

Mr. Campbell has more than 30 years of experience in providing expert air quality consulting and training to regulated industry and to regulatory agencies, primarily with respect to the major NSR programs.  He routinely prepares Best Available Control Technology (BACT) analyses and major NSR permit applications, writes major NSR permits, assists with Clean Air Act compliance and defends against enforcement actions, and provides expert testimony regarding all aspects of the major NSR programs.  Mr. Campbell’s clients include electric utilities; petroleum refineries; Portland cement, chemical, glass, and iron & steel manufacturing plants.  Mr. Campbell also has provided assistance to regulatory agencies in developing Clean Air Act permitting programs.


Gary McCutchen Principal, RTP Environmental Associates, Inc.

Mr. McCutchen specializes in air pollution permitting, training, strategy development and resolution of issues, including compliance and enforcement actions. He has over 50 years of experience in the air pollution field, including over four years as Chief of Colorado's Engineering Unit (which was responsible for processing some 400 air pollution permit applications per year) and six years as Chief of EPA’s New Source Review Section, which was responsible for implementing the federal prevention of significant deterioration (PSD) and nonattainment area major NSR programs. Mr. McCutchen is a registered Professional Engineer (P.E.) in North Carolina, and a Board Certified Environmental Engineer (BCEE) of the American Academy of Environmental Engineers.


Gurinder (Gary) Saini Sr. Environmental Engineer, RTP Environmental Associates, Inc.

Mr. Saini has more than 22 years of experience in providing air permitting and compliance related support and training to regulated industry and to regulatory agencies.  He advises various industry clients regarding project implementation, develops control technology analyses, permit applications, air permit terms and conditions, and provides assistance related to compliance and enforcement matters.  Mr. Saini’s clients include iron & steel manufacturing plants, electric utilities, glass manufacturing, automobile manufacturing, and other large industrial facilities.  Prior to working with RTP, Mr. Saini was with the Indiana agency where he worked on complex air permitting matters and regulatory changes.
